Job Summary

The Learning & Development Program Manager manages internal, inter-departmental and external partnerships to ensure effective implementation of learning development and learning initiatives. They have expertise in leadership development theory, frameworks, and competency models, as well as experience using them while leading and developing others. They lead the administration of the learning and development programs, activities and classes, and all other system-wide learning opportunities as they are developed. They facilitate leadership and employee development courses aligned with their expertise and collaborate with subject matter experts to design courses and programs to close identified competency gaps and ensure organizational goals are met. They design, develop, and deliver team building activities to enhance leader and employee dispositions, skills, and competencies.

Responsibilities

• Manage the administration, scheduling and logistics for all learning related to the learning and development programs, activities and classes, and all other system-wide learning opportunities as they are developed.
• Apply a systematic process of discovering and analyzing human performance gaps using competency model. Plan and implement assessment strategies to provide sufficient data for performance improvement initiatives, in alignment with business strategies.
• Establish credibility with leaders and employees by presenting data and in-depth analysis about the proposed learning methods, assessment measures, and expected impact of learning.
• Collaborate with subject matter experts to design, develop, and deliver programs to provide leveled growth opportunities for employees seeking to advance their skillsets, and revise those programs, delivery systems, and offerings as needed.
• Facilitate training for a broad range of initiatives and to a broad range of target audiences to meet organizational learning needs, foster collaboration, strengthen relationships and promote a positive and cohesive work environment.
• Facilitate classes within their expertise. Flexibly adapt instruction to meet learning objectives of the participants.
• Analyze and compare qualitative and quantitative data from various sources and use data-driven decision making to improve learning opportunities for employees and evaluate program effectiveness. Based on findings generate reports and make recommendations for improvement to leadership.
• Partner with the HR Site Teams to understand the needs of the units where they serve, to communicate and implement programs in their facilities, and to create succession plans.
• Partner with the Knowledge Hub administrator and Instructional Design Program Manger to ensure all scheduled learning courses and workshops are effectively set up to allow participants to access and complete the courses. Create course participation reports for programs, courses and activities.
• Applies a systematic process of discovering and analyzing human performance gaps. Plans and implements assessment strategies that provide sufficient data for performance improvement initiatives, in alignment with business strategies.
• Facilitate and review employee registration and participation in the courses.
• In the case of face-to-face facilitation, ensure the technology and other resources are functioning effectively on the day of the class/workshop for self and adjunct facilitators.
• In the case of virtual learning, ensure access links to courses and materials are available for facilitators and participants.
• Liaise with external partners such as the University of Louisville Colleges to coordinate facilitation and other learning related activities for UofL Health.
• Effectively communicate upcoming programs and schedules using various media, in collaboration with the Organizational Design Program Manager and the Marketing Department.

Qualifications

Education:
• Bachelor’s degree in Human Resources Development, Organizational Development, Higher Education, Instructional Design, or other related degree (required)
• Master’s degree in Organizational Development, Higher Education or Instructional Design (preferred)


Experience:
• Minimum of 3-years Human Resources, training and/or onboarding and orientation experience required.
• Experience in project/program management a plus.
